The Legislative Council of Long Kong
consists of the Governor with 8 official and
6 nominated unofficial members. It is now
proposed in view of the growth of Kowloon to
add two unofficial nominated members to represent

who will probably be the Director of Medical and
Sanitary Services and the Harbour Master.
Governor suggests that one of the unofficials
should be nominated by the Kowloon Residents
Association and that both should be required to
reside in Kowloon. This however would be a
matter for the Governor it would not be laid down
in the instrument. I see no objection to this
and the Royal Instructions should be amended
accordingly.
It is satisfactory to note that the demand
for representative Government has been dropped.
Presumably people have noted the result of the
attempt to establish it in China.
Opportunity should be taken to amend
Clause 2 of the Instructions by inserting
